This public exhibition has now concluded.

A Planning Proposal and draft Development Control Plan have been prepared for Lot 1 DP 610629, 437 Wards Hill Road, Empire Bay.

The Planning Proposal proposes to rezone the land from 7(c2) Conservation and Scenic Protection (Rural Small Holdings) under Interim Development Order No 122 to C4 Environmental Living under Central Coast Local Environmental Plan 2022 with an Additional Permitted Use of “caravan park” applying to the land.

The draft amendment to Central Coast Development Control Plan 2022 relates to including a chapter specifically applying to the above land to guide future development of the land in terms of stormwater management, social issues, traffic and amenity.

The Planning Proposal, draft Development Control Plan chapter and other relevant supporting documentation are exhibited online between 14 October 2022 and 11 November 2022 at:

What is the purpose of the Planning Proposal?

The purpose of the Planning Proposal is to zone the subject land C4 Environmental Living under the Central Coast Local Environmental Plan 2022 and include “caravan park” as an Additional Permitted Use applicable on the lot.

The additional permitted use of “caravan park” would permit, with development consent, the existing dwellings on site or any additional caravans/movable dwellings to be used for long-term or short-term accommodation.

What are the proposed planning controls for the site?

Besides zoning, the Planning Proposal includes other mapping layers relating to such matters as minimum lot size, acid sulfate soils and Additional Permitted Use.

Additional controls are set out in the site-specific draft Development Control Plan chapter also on exhibition. This chapter needs to read in conjunction with other relevant chapters of the Central Coast Development Control Plan 2022 for any future development.

What development is proposed for the site?

No specific development is proposed as part of the Planning Proposal. However if the Planning Proposal is finalised and the Local Environmental Plan amendment is made, the owner would be able to lodge a development application for a “caravan park” entailing long-term accommodation. 

What happens after the public exhibition period?

Central Coast Council will consider any submissions made during the public exhibition period at a future Council Meeting and will review the Planning Proposal and Development Control Plan.
