DA Guidelines: Resource and Waste Management Planning
Central Coast Council has concluded the public exhibition of the draft Development Application Guidelines for Waste Management Planning along with a draft update to Chapter 2.14 of the Central Coast Development Control Plan 2022.
All Development Applications (DAs) submitted to Central Coast Council for approval must demonstrate that the resources and waste generated through the Site Preparation, Construction and Occupancy stages of the development will be managed in a way that:
- creates safety
- is efficient
- protects amenity
- builds Circular Economy
To achieve this, a Resource and Waste Management Plan (RWMP) must be submitted and approved for all DAs requiring consent (including residential, industrial, commercial, leisure and accommodation proposals).
The Draft Guidelines and RWMP form have been developed to ensure a more proactive approach to waste management is taken so that improved waste and recovery outcomes can be achieved.
The draft update to Chapter 2.14 of the Central Coast Development Control Plan (CCDCP) has been amended to reflect the terminology and processes contained in the draft Waste Guidelines.

What is the purpose of the DA Guidelines for Resource and Waste Management Planning?
An appropriate Resource and Waste Management Plan (RWMP) must be submitted for all Development Applications (DAs) requiring consent (including residential, industrial, commercial, leisure and accommodation proposals).
It is a requirement under the Central Coast Council Development Control Plan (DCP) that the RWMP satisfies the requirements and objectives contained in these DA Guidelines for Resource and Waste Management Planning (the Guidelines) and be approved and supported by the Assessing Officer.
These Guidelines take an outcomes focused approach and include limited prescriptive requirements. It is the responsibility of the applicant to demonstrate how the Resource and Waste Management proposal meets the outcomes set out in these Guidelines. This approach allows applicants to have flexibility and the opportunity to use innovative solutions to satisfy the Guideline requirements whilst also meeting the needs of future residents and promoting a Circular Economy.
Accurate, site specific details in relation to Site Preparation, Construction and Occupancy as applicable must be provided within the required RWMP submission. Additional details may be required subject to the complexity, scale and nature of a proposal.
Are there existing waste guidelines? Why are new guidelines required?
Yes, Council currently has Waste Control Guidelines.
The draft Waste Guidelines reflect the current changes to legislation and both Council and NSW Government waste strategies. The new draft Waste Guidelines have been developed to take a less prescriptive and more proactive outcome and solution-based approach to improving waste and resource recovery outcomes in new developments. If the new draft Waste Guidelines are adopted, they will replace Council’s current Waste Control Guidelines.
Why is there an update to Chapter 2.14 of the Central Coast Development Control Plan?
To give effect to the proposed Waste Guidelines there needs to be a change to Chapter 2.14 Site Waste Management in the CCDCP 2022.
What do the DA Guidelines provide guidance on?
The Development Application: Resource and Waste Management Planning Guidelines provide guidance to applicants on:
- How to prepare a Resource and Waste Management Plan (RWMP) submission
- How to develop the RWMP for each development stage
- Information to include in the submission
- The technical requirements
Applicants must demonstrate good planning for Resource and Waste Management across each relevant development stage. Following these Guidelines will enable applications to be efficiently reviewed and processed through the RWMP assessment process.
