The draft Central Coast Employment Land Strategy (the Strategy), sets out a long-term vision for how the Central Coast will grow as a hub for jobs, innovation, and sustainable industry. With our region expected to welcome over 57,000 new residents by 2041, we need to ensure we have the right land, infrastructure, and planning in place to support future employment and economic growth.

This strategy outlines how we’ll protect and expand employment lands, align infrastructure with business needs, and support a circular economy that benefits our community and environment.

What are employment lands?

Employment lands are areas specifically zoned for industrial and related uses. These are typically low-density areas where businesses operate in sectors like manufacturing, transport, warehousing, repairs, and urban services. They may also include mixed-use enterprises that combine office work, production, storage, research, and development—all essential to supporting the region’s economy and daily life.

These areas are mostly zoned as E3 Productivity Support, E4 General Industrial, W4 Working Waterfront, and SP4 Enterprise. While this strategy focuses on these zones, we also recognise that jobs are created in other areas, including residential, rural, centre, and special purpose zones.

Overarching strategies

  • Identify and rezone 60ha of market-ready land.
  • Support precinct-wide planning and masterplans.
  • Monitor land supply through the Urban Development Program.
  • Coordinate infrastructure delivery with land use.
  • Advocate for major upgrades (e.g. roads, rail, bus).
  • Update contribution plans to fund infrastructure.
  • Encourage recycling and resource recovery near waste sites.
  • Repurpose sites like Colongra Power Station.
  • Promote industries that reduce waste and reuse materials.
  • Simplify and update planning controls (LEP & DCP).
  • Protect industrial land from residential encroachment.
  • Streamline approvals through biodiversity certification.
