Central Coast Council's draft Asbestos Management Policy is on public exhibition for your feedback. The policy has been reviewed and updated with minor changes to meet current legislation, best practice and community expectations.

The policy sets out Council’s moral and legal responsibility to minimise exposure to asbestos, for residents, members of the public, workers, and contractors in council workplaces. It ensures Council can continue to proactively protect the community and effectively manage risk.

  • What does the policy cover?

    The policy addresses Council’s legislative obligations regarding:

    • Contaminated land management,
    • council land, building and asset management,
    • emergency response,
    • land use planning (including development approvals and demolition),
    • management of naturally occurring asbestos,
    • regulation of activities (non-work sites),
    • waste management and regulation, and
    • employer responsibilities.
  • What are the changes?

    While the intent has not changed from the previous versions, the revised policy aligns with current legislative requirements, industry best practices, and community expectations regarding the management of asbestos-containing materials. The changes are minor, and include:

    • minor wording changes
    • updates to legislative changes
    • amendment of out-dated references/links.
  • How is the policy developed?

    The policy is based on the Model Asbestos Policy developed in 2012 for NSW Councils as developed by the Local Government and Shires Associations of NSW to assist NSW councils to develop an asbestos policy and to promote a consistent approach to asbestos management by Local Government across NSW.

    The Model Policy was issued under section 23A of the Local Government Act 1993, which requires councils to take the guidelines into account when exercising their asbestos-related functions.
