Central Coast Council is reviewing its Closed Circuit Television (CCTV) Policy.
The CCTV Policy explains how Council manages its existing CCTV, including privacy protections, access controls and accountability. The CCTV Policy deals with network operations and how Council uses the hardware. It is not a policy that manages camera placement or adding/removing cameras from the network.
The CCTV Policy applies to Council owned CCTV systems installed, operated or managed by or on behalf of Council.
CCTV is one of the tools Council uses to improve safety, deter crime and reduce anti-social behaviour in public places, including town centres and CBDs across the Central Coast, such as Gosford, The Entrance and Terrigal.
Policy objectives
The CCTV Policy applies to CCTV systems that are owned or operated by Council across the Central Coast.
This includes cameras:
- In or on Council buildings and facilities
- In public places such as parks, streets and event locations
- Used for community safety, crime prevention and risk management
- Used for environmental monitoring, such as beaches, lakes and coastal areas
- Used to support Council operations and service delivery
The CCTV Policy explains:
- How CCTV is used and monitored
- Who can access live or recorded footage
- How long footage is kept and how it is protected
- How Council works with Police and other agencies
- Privacy protections and accountability measures
- How CCTV use is reviewed, audited and improved over time
The CCTV Policy does not:
- Decide where new CCTV cameras will be installed or removed
- Cover CCTV systems owned or operated by private individuals or businesses
- Apply to CCTV installed by community groups, tenants or other organisations (unless approved separately)
- Apply to some specialist cameras, such as those used on garbage trucks or for construction monitoring
These types of systems are managed outside of the CCTV Policy under other arrangements or legislation.
