Following public exhibition, the Code of Meeting Practice was adopted at the 9 December 2025 Council meeting.

Project exhibition 2026

The draft Code of Meeting Practice (CoMP) aims to ensure Council meetings contribute to good public decision-making and increase Council's transparency and accountability to its community. The CoMP sets out the processes and rules for how all council and committee meetings are held in NSW.

The CoMP is based on the Office of Local Government’s (OLG) Model Code of Meeting Practice, which includes both mandatory provisions that all councils must adopt, and non-mandatory provisions that councils may choose to include.

In June 2025, Council placed its draft CoMP on public exhibition and formally adopted it in August 2025. Shortly after, the OLG released an updated Model Code of Meeting Practice that introduced a number of significant changes to mandatory provisions. As a result, Council is now required to update its recently adopted CoMP to reflect the updated Model Code of Meeting Practice. This process must include another round of public exhibition before the amended CoMP can be adopted by Council.

The draft CoMP is now on public exhibition from 24 September to 4 November. Council must adopt the updated CoMP by 31 December 2025.

June 2025 exhibition

Thank you to those who reviewed the draft Code of Meeting Practice. Council received no submissions.

At the 26 August Ordinary Council Meeting, the code was adopted. The final version of this code can be found below.

The draft Code of Meeting Practice aims to ensure Council meetings contribute to good public decision-making and increase Council's transparency and accountability to its community.

The Code of Meeting Practice is based on the Office of Local Government’s suggested Model Code of Meeting Practice that applies to all meetings of councils and committees of councils of which all the members are councillors (committees of council).

Council is required to adopt a Code of Meeting Practice within the first 12 months of a Local Government election of Councillors. Changes to the previous Code of Meeting Practice are minimal.

    December 2021

    At its meeting, held 14 December 2021, Council resolved to put on exhibition an amended Code of Meeting Practice where several changes are proposed. Changes proposed are as follows:

    • To incorporate the changes made to the Model Code of Meeting Practice for Local Councils in NSW by the NSW Office of Local Government;
    • For Council Meetings to be conducted monthly on the fourth Tuesday of the month; and
    • To remove the non-mandatory provisions for Public Forums from the Code of Meeting Practice.

    Information to note: The Public Forum is intended to continue, but in a forum immediately prior to the Council meeting. The Public Forum will be specified by a separate policy that will be considered at the same time as Council considers the Amended Code of Meeting Practice.

    Amendments

    The amended Code of Meeting Practice document can be found in the Document Library on this page and the amendments marked in the document are as follows:

    • Deletions are in strikethrough and additions in bold and italics.
    • The mandatory provisions from the Model Code are shown in red bold and italics.
    • The non-mandatory provisions from the Model Code are shown in green bold and italics.
    • The amended provisions proposed by Council are shown in black bold and italics.

    The community were invited to have their say on the Amended Code of Meeting Practice between 22 December 2021 and 7 February 2022.

    Council received further reports for consideration of any direct submissions received in respect of the Code up until 21 February 2022.

    On 22 February 2022 Council resolved to adopt the amended Code of Meeting Practice after consideration of all submissions and community feedback during the public exhibition period.

    Council has also adopted a Public Forum Policy, that will guide how the community can continue to engage with Council face-to-face.

    March 2021

    At its meeting, held 9 March 2021, Council resolved to put on exhibition an amended Code of Meeting Practice where several changes are proposed. Changes proposed are as follows:

    • Provide for the conduct of all Council Meetings at Wyong Administration Building
    • Change publication day of Agenda Paper to allow consultation prior to the finalisation of the Agenda
    • Requirement that Mayoral Minutes identify source of funds where there is a financial impact
    • Requirement that Notices of Motion identify source of funds where there is a financial impact
    • Requirement to consult with the CEO (or appropriate delegate) in preparing Mayoral Minutes or Notices of Motion to identify source of funds
    • Limit on number of Notices of Motion to one per Councillor per meeting
    • Limit on complexity and number of Questions with Notice to one per Councillor per meeting
    • Requirement that Councillors make reasonable efforts to attend pre-Meeting briefings.

    From 10 March until 21 March 2021 submissions on these proposed changes were accepted.

    Council will receive a further report for consideration of any submissions received in respect of the Code following the public exhibition period.

    July 2020

    At its meeting, held 22 June 2020, Council resolved to put on exhibition an amended Code of Meeting Practice which provides that all Ordinary Council Meeting are to be held at 2 Hely Street, Wyong.

    Council will receive a further report for consideration of any submissions received in respect of the Code following the public exhibition period.

    The amended Code was exhibited online from 9 July 2020 to 20 August 2020 (42 calendar days).
