    For the local community and visitors, Picnic Point Reserve at The Entrance is a popular destination for recreational activities such as boating and fishing on Tuggerah Lakes.

  • Foreshore Renewal

    As part of its commitment to improving recreational amenities and protecting the environment, Council has identified two shoreline areas along the reserve that need better infrastructure and coastal protection to meet community needs.

What we heard

Between 12 November and 10 December 2025, we heard from the community through an online survey, a pop‑up session and written submissions.

Overall, there was strong support for the proposed designs, with many people welcoming Council’s commitment to environmental protection, recreation, safety and visual appeal.

Key themes from the feedback included:

  • Support for improving pedestrian access while managing shared use with fishing activities
  • Strong endorsement of the living shoreline approach to protect and restore the estuary environment
  • Requests for additional amenities such as rubbish bins, shade, seating and signage
  • Suggestions to help reduce conflict between pedestrians and fishers and manage fishing‑related waste

The feedback is now informing the refinement of the designs.

Council is reviewing all submissions and will consider suggested improvements during the detailed design phase, where feasible and subject to funding, environmental and safety requirements.

Proposed foreshore renewal designs

Area A

The proposed Area A design will improve access for pedestrians and fishing activities, while making the space more functional for the community.

Council will modify the existing vertical concrete seawall and pathway to:

  • Protect the reserve and nearby infrastructure from coastal erosion; and,
  • Enhance public access for pedestrians and recreational fishing.

Area B

The proposed Area B design will create a natural living shoreline that protects the foreshore and restores the estuary environment.

The goal is to create a natural shoreline to:

  • Improve shoreline stability
  • Support biodiversity and,
  • Integrate eco-friendly protection measures aligned with coastal processes.
