The Woy Woy Foreshore Masterplan builds on earlier community input gathered through the Let’s Talk Woy Woy initiatives in 2019 and 2022, as well as the draft Woy Woy Waterfront Masterplan exhibited in 2022. Together, this work set a long‑term vision for improving the foreshore as a place for recreation, connection and enjoyment for the whole community.

Working in collaboration with Moir Studio, Council prepared a revised concept design for the next phase of the Woy Woy Foreshore. The overall concept focuses on improving access, safety and amenity while respecting the unique character of the foreshore.

Key elements of the concept include:

Playspace upgrades at Pelican Park and Lions Park have already been delivered in response to community need, with further improvements to follow as resources become available.

Council also worked with First Nations representatives to embed Connection to Country into the final designs, ensuring the foreshore reflects its cultural significance and sense of place.

What we wanted your feedback on

This phase of consultation focused on two key areas of the foreshore - Anderson Park and the Lions Park Carpark.

We specifically sought community input on design preferences for these areas. Your feedback helped finalise the designs to ensure they reflect community priorities.

Broader project delivery, construction timing and staging will be considered separately and remain subject to future funding and planning.

Two concepts were prepared for Anderson Park.

Option 1

This option utilises the park's existing shade with a circular seating arrangement as a feature item and linked by accessible paths.


Option 2

This option proposes an iconic sculptural deck that will provide formal and informal seating and sited to maximise deep shade provide by the existing tree canopy.

For Lions Park, two concepts were prepared for the car parking layout.

Both options propose upgrade of the Western boat ramp with a second pontoon, with closure of the eastern boat to vehicles to improve public safety and conflict with the multi-user path. It should be noted that the Eastern boat ramp will remain available for light watercraft (i.e. sea kayak, dragon boat racing).

In the park setting, a formal coastal boardwalk is proposed including accessibility improvements to Lions Park.

Project update

Thank you to those who shared their feedback on their design preferences for Anderson and Lions Park. To learn more about the feedback received, view the Engagement Summary.

At the 31 March Council Meeting, Council resolved to adopt the Woy Woy Foreshore Masterplan, following the below amendments:

Anderson Park

  • Following community feedback, Council has chosen Option 2 as the preferred design for Anderson Park. The sculpture shown in the concept will be designed later, once funding for construction is available.
Public amenities block
  • Council has confirmed the proposed location of the new amenities block, as it best supports the planned upgrade of the swimming enclosure.
Lions Park
  • Council has supported a final concept design for Lions Park that includes:
    • upgrading the western boat ramp to four lanes
    • closing the eastern boat ramp once the western ramp is upgraded, to improve safety for people using the park and shared paths
    • a revised car park layout that increases trailer parking to the west and improves parking for all users

2022 Consultation

Master planning is about making the connection between buildings, social settings and their surrounding environments – we asked the community if we’ve gotten it right.

Between 2 June and 3 July 2022, the community were invited to:

  • View the frequently asked questions (available on this page)
  • Talk all things Woy Woy with us at the Let’s Talk Woy Woy event which was on Thursday 19 May 2022 between 10am and 4pm at the Peninsula Leisure Centre
  • Register for a virtual information session with the project team.
  • Share your ideas, comments, and opinions on the interactive concept plans
  • Provide feedback via an online feedback form
