Council has developed a draft Central Coast Leisure and Aquatic Strategy 2025-2035 to guide the future of leisure and aquatic services and facilities across the Coast.

This is a 10-year framework with a focus on infrastructure upgrades, asset management and program expansion - designed to support active lifestyles, improve community wellbeing and maximise participation opportunities.

About the Strategy

Council offers a combination of leisure and aquatic facilities which provide a mix of pools, health and fitness services, including:

Leisure and Aquatic Facilities:

  • Peninsula Leisure Centre
  • Mingara Aquatic Centre (Operated by Mingara, partly funded by the former Wyong Shire Council)

Leisure Facilities:

  • Lake Haven Recreation Centre
  • Niagara Park Stadium
  • Breakers Stadium (Council owned, operated under a community lease)
  • PCYC Bateau Bay (Council owned, operated under a community lease)
  • PCYC Umina Beach (Council owned, operated under a community lease)

Aquatic Facilities:

  • Gosford Olympic Pool
  • Wyong Olympic Pool
  • Toukley Aquatic Centre
  • Grant McBride Ocean Baths

The strategy does not cover:

  • Commercial pools
  • Private gyms
  • Operational models

This strategy was informed through:

  • Community engagement through our customer satisfaction surveys
  • Industry trends analysis
  • Demographic trend analysis
  • Facility audits (challenges and future opportunities)

Each facility has its own action plan to identify key actions that will guide the implementation of the strategy.

The actions have their own priority rating and timeframe and are to be considered within the context of Council's overall priorities and competing demands of other areas and strategies.

Guiding principles

Our guiding principles will ensure the future planning, provision and maintenance of aquatic, indoor sport, gym, leisure and recreational facilities across the Coast meet the needs of our community both now and in the future.

The draft Leisure and Aquatic Strategy (2025–2035) and public exhibition outcomes were presented for consideration.

9 December Ordinary Council meeting

5.1 Community and Culture Committee - Minutes and Recommendations

Council adopted the Leisure and Aquatic Strategy with amendments.

16 December Extraordinary Council meeting

2.2 Notice of Motion - Rescind C25/865 - Draft Central Coast Council Leisure and Aquatic Strategy 2025-2035 - Outcomes of Public Exhibition and Adoption

A motion was put forward to reverse the adoption of the Strategy.

The motion was lost, and the Leisure and Aquatic Strategy remained adopted with the amendments from 9 December.


The Leisure and Aquatic Strategy has now been adopted. Amendments include confirmation that Wyong pool be maintained until such time as a replacement facility becomes available in the local area.
